@@mercyln6646 This is a brilliant question. The first Tribe that resides in Abuja before the development kicked off was the "Gbagyi Tribe" from the northern part of Nigeria. I believe the government would have found a way to compensate these people before pushing them away from their homes (mostly those that were affected). But I doubt if there was any substantial payment or whatsoever because, this happened in a period when civilization hasn't set-in in this area. But I believe there must have been a consensus between both parties.

@@YomiSams the whole of Abuja were village settlements with their farmlands and their bushes/forests, before it was acquired by federal government and it became federal capital. Any slum still existing in Abuja Municipal was formally a village, and since development hasn't reached it, the villagers sold portions of their farmlands to the poor at a cheap rate. And the poor do not build permanent structures because they know it will be demolished at any time. The villagers already know that Abuja have been acquired from them, and when development reaches their side, only the main villagers will be compensated just like many of their counterparts have been. But the entire people that built the make shift houses will never be compensated. Thus, they never build permanent structures.
